Proposal for the Minister to designate land
The Salvation Army proposes to make a request to The Honourable Paul Lucas, MP, Deputy Premier and Attorney-General, Minister for Local Government and Special Minister of State, to designate land for community infrastructure under the Sustainable Planning Act 2009, chapter 5, part 2. The Salvation Army invites submissions about the proposed designation of land and development for the community infrastructure.
Description of the land to which the proposed designation applies
The proposed Ministerial designation applies to land located at 151 John Melton Black Drive, Garbutt, Townsville. The land is described as Lot 1 on SP 232890, Parish of Coonambelah, County of Elphinstone.

Type of community infrastructure for which the land is proposed to be designated
The land is proposed to be designated for The Salvation Army Recovery Services Facility to provide treatment for those seeking recovery from addiction. The facility will be run by The Salvation Army and will include temporary residential accommodation, a detoxification facility, a multipurpose auditorium, halfway houses, and recreational facilities.
This community infrastructure is described under the Sustainable Planning Regulation 2009, schedule 2, part 2 as—
4. community and cultural facilities, including facilities where a child care service under the Child Care Act 2002 is conducted, community centres, meeting halls, galleries and libraries;
6. educational facilities;
8. facilities for parks and recreation; and
9. hospitals and associated institutions.

Making a submission about the proposed designation
Any person or entity may make a submission about any aspect of the proposed designation of land and development for the community infrastructure. The submission should—
• be in writing, dated and signed by each person or entity who made the submission;
• state the name and address of each person or entity who made the submission; and
• state the grounds of the submission and the facts and circumstances relied on in support of the grounds.
